Lacy Hubbard: Nyarugenge Becomes the 9th District to Reach Cervical Cancer Screening Target

Lacy Hubbard, President and CEO of Elekta Foundation, recognized among the 100 Most Influential CEOs in Oncology in 2025, shared a post on LinkedIn:

“Another District Complete. Rwanda Moves Forward.

I’m excited to share that Nyarugenge became the 9th district that reached the cervical cancer screening target in Rwanda.

Another step toward Mission 2027, a national initiative to achieve the World Health Organization 90-70-90 targets three years ahead of time.

In this district:

  • 40,000 women screened, 75% coverage (70% target).
  • 3,000 women treated, 88% follow-up and treatment (90% target).
  • 24,000+ women received breast screening through our integrated 2-in-1 model.

Each district teaches us something different.

Located in Kigali, the capital city, the district is split between urban and rural communities rather than a purely remote setting. It has a different pace, different awareness levels, and different expectations around care.

But one thing consistently holds true:

  • Leadership at both national and local levels makes the difference.
  • Community engagement drives uptake.
  • Dedicated ground teams deliver results.

That’s what makes this work possible. Next, we move to three more districts, targeting 100,000 women and turning them dark green.

What once felt ambitious for Mission 2027 is now becoming real. Behind each number is a woman, a family, and a future protected.
