Glasgow has just hosted a thoughtful ISPOR Europe 2025, a welcome moment to listen, learn, and reconnect across our community.

The Issue Panel, Embedding Effective Patient Involvement in EU Joint Clinical Assessments, brought together Julie Spony and Margaret Galbraith, with warm thanks to Antonella Cardone for guiding the discussion.

The shared aim is clear and urgent, ensure patient involvement in EU HTA is timely, structured, and meaningful so that what is measured and compared truly reflects lived experience. Progress depends on partnership across patients, Member States, assessors, industry, and European institutions.

EU JCA is already informing how patient voice is embedded in national processes, and national innovation is, in turn, shaping JCA practice. This mutual reinforcement can deliver earlier, more consistent, and more comparable patient input across Europe.

Momentum is visible in France, where HAS is piloting patient input to inform the National PICO, the first time patients are engaged at the scoping stage. There is real scope for others to follow. This will ensure patients help define what is assessed, not just comment on how it is reviewed
