Europe Does Not Lack Innovation, It Lacks Implementation Power – IPM Alliance

“Europe does not lack innovation. It lacks implementation power.

As Ireland prepares to take on the Presidency of the Council of the European Union, health has been placed where it belongs: at the centre of discussions on competitiveness, resilience, preparedness and sovereignty.

This matters.

For too long, health innovation has been treated as a research, regulatory or reimbursement issue. But it is also a strategic issue.

If Europe wants technological sovereignty, it must be able to develop, validate and deploy the digital, diagnostic and data infrastructure that modern healthcare increasingly depends on.

Yet across Europe, the implementation gap remains clear:

  • AI tools are piloted but not embedded
  • Diagnostics are approved but not reimbursed
  • Biomarkers are clinically relevant but not consistently tested
  • Data exists but cannot be effectively used
  • Innovation is launched but not adopted

Patients are told that science is advancing, yet too often the system around them is not.

The Irish Presidency has an opportunity to change that.

The conversation should no longer be about innovation alone. It should be about implementation: turning scientific excellence into health-system capability and patient benefit.

Because Europe’s next advantage will not belong only to those who discover first.

It will belong to those who deliver best.”
