EUROPA DONNA Joins 14 European Patient Organisations in Signing a Joint Statement on the First JCA Under the EU HTA Regulation

EUROPA DONNA – The European Breast Cancer Coalition shared a post on LinkedIn:

“We are pleased to join 14 European patient organisations in signing a joint statement reflecting on the first Joint Clinical Assessment (JCA) under the EU Health Technology Assessment (HTA) Regulation.

As part of this collective effort, we at Europa Donna welcome the progress made in strengthening patient and carer involvement throughout the process — from scoping to draft review. These are important steps toward a more patient-centred European HTA system.

At the same time, the experience highlights key areas where improvement is still needed:

  • Earlier and more structured involvement of patients and carers in assessment planning
  • A stronger role for patient organisations in representing wider community perspectives
  • Greater transparency on how patient input influences assessments and conclusions
  • Better use of outcomes that matter to patients, including quality of life and treatment burden
  • Clearer, more accessible communication of JCA results across all EU languages

We also support continued methodological reflection on how to address evidence gaps while maintaining scientific rigour, particularly in areas where comparative data is limited.

As the EU HTA Regulation is implemented, Europa Donna remains committed to working with all stakeholders to ensure patient involvement is meaningful, transparent, and impactful — and to supporting national HTA bodies in building efficiently on Joint Clinical Assessments for future decisions.
