Chinese Public Health Authorities and WHO Mongolia and China Strengthen Cooperation on Health Security and Disease Prevention

“WHO Mongolia received a high-level delegation from the People’s Republic of China (National Disease Control and Prevention Administration, Chinese Center for Disease Control and Prevention (China CDC) and Beijing Municipal Disease Control and Prevention Administration) for discussions on strengthening health security cooperation and advancing shared priorities in public health. The meeting occurred on the side of the bilateral engagement between the China Health Authorities and the Ministry of Health of Mongolia.

The exchange highlighted the longstanding partnership between Mongolia, China, and WHO, and reaffirmed a shared commitment to strengthening national, regional and global health security through collaboration, solidarity, and multilateral action.

Discussions focused on opportunities for bilateral cooperation between China and Mongolia in infectious disease prevention and control, cross-border health risks, zoonotic diseases, surveillance, laboratory systems, workforce development, and emergency preparedness and response. The delegation emphasized China’s experience and technical expertise in areas such as pathogen detection, cross-border risk assessment, real-time surveillance, public health emergency management, capacity-building, and knowledge exchange, including the important roles of the National Disease Control and Prevention Administration and China CDC in supporting public health programmes and health security initiatives.

The meeting also emphasized WHO’s coordinating role in global health and the importance of multilateral cooperation to address current and emerging public health threats. Participants exchanged views on strengthening implementation of the International Health Regulations (2005), including recent amendments, and on advancing global efforts under the Pandemic Agreement process. China’s continuing support to WHO through international cooperation mechanisms, including the Global Development and South-South Cooperation Fund, was also acknowledged.

WHO highlighted its ongoing collaboration with the Government of Mongolia to strengthen national capacities for health emergency preparedness, readiness, response, and resilience. This includes support for Mongolia’s second Joint External Evaluation (JEE) of International Health Regulations capacities conducted in 2023 and the incorporation of lessons learned from previous outbreaks and emergencies into the development of the National Action Plan for Health Security.

The discussion also covered WHO support on strengthening public health systems and the support of the Pandemic Fund in the establishment and operationalization of a Public Health Emergency Operations Centre (PHEOC), strengthening surveillance and laboratory systems, advancing collaborative surveillance approaches, and supporting the development of governance and institutional arrangements for Mongolia’s emerging public health architecture, Mongolia CDC, and disease control capacities. WHO further shared updates on preparedness efforts for major events and public health threats, including support for COP17 preparedness activities and readiness measures for high-consequence infectious diseases, in line with WHO recommendations and international best practices.

Participants exchanged experiences on collaborative surveillance, and discussions highlighted the value of integrating information from human, animal, environmental, laboratory, and other relevant sectors to improve early detection, risk assessment, and response to public health threats, particularly those with cross-border and zoonotic dimensions.

The meeting concluded with a shared commitment to further strengthen technical cooperation, promote knowledge sharing, and explore opportunities for collaboration that contribute to stronger, more resilient health systems and enhanced health security in Mongolia, and the wider region.”
