“According to the World Health Organization, 90% of national cancer control programmes include early detection of breast or cervical cancer, yet few set out structured pathways with measurable targets. The plans exist. The challenge is making them work on the ground.
The Guide on How to Implement the Global Breast Cancer Initiative in Practice shows how. Developed by C/Can with technical input from the World Health Organization, it takes health planners step by step through the process:
Consulting stakeholders, analysing the local situation, setting up governance, prioritising in structured workshops, and building a Breast Cancer Action Plan with clear responsibilities, timelines, and resources. It then covers implementation, learning, and scale-up.
We tested and refined the method with health authorities, clinicians, and communities in Cali, Kumasi, Phnom Penh, and Tbilisi between 2023 and 2025.
