According to the European Commission’s official website, HERA (the Commission’s Health Emergency Preparedness and Response Authority) and PAHO have signed a new arrangement to boost global readiness for cross-border health threats—paving the way for joint work on preparedness, response, and fair access to medical countermeasures. Agreed in the context of the EU–CELAC Summit in Santa Marta, Colombia (9–10 November 2025), the cooperation will center on three areas: (1) research and development plus stronger medical supply chains; (2) innovation and capacity-building for health security; and (3) exchanging information on demand, procurement, and best practices.

European UnionThe arrangement is set to run for five years from the date of signature, and the 2025 EU–CELAC Summit will be a moment to reaffirm the bi-regional partnership and strengthen health-system resilience.
