
DoD FY25 Breast Cancer Research Program Breakthrough Award Levels 1 & 2
Supports high-impact, high-potential research to accelerate breakthroughs in breast cancer. Level 1 awards fund early, high-risk/high-reward ideas without requiring preliminary data. Level 2 awards fund projects backed by substantial preliminary or published data, including an optional Population Science and Prevention Studies track.
Eligibility Criteria:

Applicant Organizations: U.S. and international academic institutions, biotechnology companies, foundations, DOD laboratories, and other public or private non-DOD/DOD entities (for-profit and non-profit)

Principal Investigator: Tenure-track assistant professor or higher (or equivalent) by award activation; postdoctoral fellows may apply under a mentorship plan; partnering PI option allows two PIs per award

Research Scope:

Level 1: Innovative, untested theories or concepts; proof of concept expected

Level 2: Projects with substantial preliminary/published data and clear path toward clinical translation

Level 2 Population Science & Prevention: Population-based studies with human data/biospecimens; may request additional funding and a fourth year

Human Subjects: Clinical research (observational) allowed; clinical trials are excluded

Other: No citizenship restrictions; projects must benefit Service Members, Veterans, or the public; for-profit institutions may not receive funds
Funding Details:

Total Available: Approximately 15.65 USD million to fund ~9 awards

Level 1 Caps: 750,000 USD total (single PI) or 1.25 USD million combined (partnering PIs) over up to 3 years

Level 2 Caps: 1.65 USD million (single PI) or 2.5 USD million combined (partnering PIs) over up to 3 years

Level 2 Population Science Caps: 2.5 USD million (single PI) or 3.35 USD million combined (partnering PIs) over up to 4 years

Use of Funds: Direct and indirect costs (per negotiated rates), salaries, supplies, equipment, travel; no clinical trial costs
