Addressing persistent drug shortages requires coordinated, evidence‑based policy action that prioritizes patient safety and supply chain resilience.
Our recommendations emphasize the need to:
- Incentivize reliable, high‑quality manufacturing, rather than lowest‑cost procurement
- Utilize data‑driven tools, including a Vulnerable Medicines List, to guide prioritization
- Set achievable domestic sourcing expectations informed by upstream supply chain realities
- Support modernized U.S. manufacturing capacity and advanced technologies
- Enhance interagency alignment and sustained cross‑sector collaboration
Drug shortages are predictable – and preventable. CMS has a historic opportunity to lead a national shift toward a secure, resilient medicine supply.
