This year he’s running among other candidates including Matti Aapro, Tsetsegsaikhan Batmunkh, Stella Aguinaga Bialous, Maira Caleffi, Hana Chaar Choueib, Purna Kurkure , Christopher Jackson, Dilyara Kaidarova, David Kerr, Eric Bouffet, Gilberto Lopes, Kenji Lopez-Cuevas, Asem Mansour, Miriam Mutebi, Omar Nimri, C S Pramesh, Kathleen Schmeler, and Naoto Ueno.

Todd Harper

Todd Harper is a prominent leader in public health with over three decades of dedicated service. Since 2011, he has served as the Chief Executive Officer of Cancer Council Victoria, guiding the organization’s critical efforts in cancer research, prevention, support, and advocacy.

Under his leadership, Cancer Council Victoria has spearheaded significant initiatives, including pioneering research in tobacco plain packaging and the establishment of the McCabe Centre for Law and Cancer—an innovative initiative designed to empower legal experts in low and middle-income countries to combat cancer.

Previously, as Executive Director of Quit from 1999 to 2007, Todd was instrumental in enacting tobacco advertising and labeling reforms, as well as promoting smokefree laws. He has led impactful campaigns addressing tobacco use, sedentary lifestyles, HIV/AIDS, and discrimination. His work has contributed to the organization’s recognition as a leader in cancer data collection through the Victorian Cancer Registry, the world’s most timely registry.

Todd’s contributions to public health have been acknowledged with an Honorary Doctorate from Deakin University and a Member of the Order of Australia (AM) designation in 2022. A former board president of the NCD Alliance, he continues to advocate for stronger health policies and support systems for cancer patients in Victoria and beyond.

Education

Todd Harper’s educational background reflects his commitment to public health and leadership. He earned a Bachelor’s Degree in Economics from the University of Tasmania (1984-1986). Furthering his expertise, he completed a Postgraduate Diploma in Health Promotion (1993-1996) and a Master’s Degree in Health Economics (2005-2008), both from Curtin University.

In recognition of his significant contributions to public health, he was awarded an Honorary Doctorate by Deakin University in 2018.

Additionally, he has enhanced his leadership skills through programs such as the Strategic Perspectives in Nonprofit Management at Harvard Business School (2015) and courses from the Australian Institute of Company Directors focusing on governance roles in nonprofit organizations.
