John Barnard: Overhead is a real cost for research institutes

“As a former research institute president, I know that indirect (facility and admin) costs are real. They are formally calculated and regularly negotiated with outside experts. They are NOT profit for hospitals and universities. They are not a slush fund for DEI initiatives or any other purpose. Overhead is a real cost for research institutes, just as it is for any other business.

For 70 years, the US biomedical research enterprise has been structured on recovery of these institutional expenditures. Reduction of Federal indirect cost recovery to 15% will cripple US biomedical research, currently the envy of the world, for decades to come.”
